Update for RGB Noise filter

Some testing of the RGB Noise filter showed pieces of the documentation that no longer seems to be accurate for the GEGL version of the filter.

  • It can be run on indexed images.
  • Grayscale images do not replace R/G/B with Gray
  • Alpha slider is present also for images without an alpha channel
