filters: Small fixes for generic filters

Small fixes for things I noticed when translating filters-generic:

  • Normalise -> Normalize, American spelling is used in the rest of strings.

  • TQDO -> TODO

  • Manhattan and Chebyshev distance were not translatable, despite being so in GEGL. My guess is that it is since they were lone <guilabel> tags in a <para>, as Euclidean that had a description is translatable. This adds a description of these other metrics, and they are now translatable together with their description.
