Online help system broken from program, does not go to proper URL when asking for online help

Description

When requesting online help goes to: https://docs.gimp.org/2.8/en_US/index.html and you get a 404.

It should go to https://docs.gimp.org/2.8/en/

Also, you should provide a way to at least correct this error within preferences. I tried to install the localized help file using OSX sierra but I am not a software developer and that process failed miserably.
