icons: Add icon for locked paths

As noted in gimp#11814 (closed), we didn't make an icon to indicate the paths are locked.

Since the other lock icons are essentially composites of an existing icon and a lock, I created these two based off the existing non-locked icon in Inkscape. Anyone is welcome to come back and make an improvement to it. 😄
