Rename gegl_extension_handler_register() to
gegl_extension_handler_register_loader() and
gegl_extension_handler_get() to gegl_extension_handler_get_loader().
Old function are kept for API compatibility reasons.

Marked as TODO since May 2010. Remove todo.txt as it was the only/last
identified entry.
