Priority plugin

This new merge request depends on the advancement !625. This is intended to replace the priority MR (!620 (closed)).

Changelist:

• Add send priority menu to composer UI
• Add the 3 priority headers to the composer and make sure they are sent
• Add important message status when a new email is displayed and contains the appropriate priority headers
