Make generic "Paste" action paste with formatting if possible

Alex Henrie requested to merge alexhenrie/geary:paste-shortcuts into master

In every other word processing application, Ctrl+V pastes WITH formatting and Ctrl+Shift+V pastes WITHOUT formatting. This has tripped me up in Geary multiple times.
