Only downloading ~20 messages/box on a gmail account

Bug summary

I had an issue where my gmail account (connected via gnome-online-accounts) was timing out constantly. Turned out to be a problem with a bad ipv6 setup, so fixed that by disabling ipv6. During that process, I removed & re-connected the account several times. Now, geary is only showing about 20 most recent messages per folder in that account, regardless of the Download Messages setting. New messages are showing up OK though.
