Remote Images Not Shown Banner hides Edit Draft Banner
Bug Summary
The "Remote Images Not Shown" Banner hides the Edit Draft Banner. The "Remote Images Not Shown" banner is not dismissable, so remote images must be shown in order to edit drafts.
Arguably, this is a privacy issue as well, as normal user functionality requires the acceptance of remote tracking.

Steps to reproduce
- Receive an email with remote images.
- Draft a reply to the email and save it
- Go to the drafts folder and select the draft email, notice that the edit draft banner is not displayed.
- Accept the remote images, as there is no way to dismiss the banner.
- Navigate to another folder
- Return to the Drafts folder, notice that the edit drafts banner is now displayed and the draft can be edited.
What happened?
I was unable to edit the draft.
What did you expect to happen?
Display both banners and allow me to edit the draft without having to accept remote images.
