Flickering Off-Window Artefacts When Scrolling
Hi,
I had noticed this before on at least two different devices in the last few months.

Description
What you can see in the video
- When starting to scroll, the single arrow mouse pointer, call it SA, becomes a four arrow mouse pointer, call it FA.
- While scrolling the FA flickers and you can see artefacts of the SA jumping up and down below the fixed position of the FA.
- The height below the FA, where the SA jumps, is the height of a rectangle to the right of the FA
- This rectangle flickers
