util: Move TRANSLATOR: comments down a line

Ray Strode requested to merge fix-translator-comments into main

xgettext has a very small context window for TRANSLATOR comments. (The comment has to be directly above).

This commit moves said comments down a line where appropriate so they make their way into the po files.
