GDM does not allow control over sound volume level

Description
Filing an upstream bug for https://bugs.launchpad.net/ubuntu/+source/gdm/+bug/156169 and https://bugs.launchpad.net/ubuntu/+source/gdm/+bug/528031.
The problem is that it is not possible to change the system volume in GDM, not even if there are hardware sound volume control buttons.
Imagine the following situation: You used your notebook at home with reasonable sound volume. Next day, you attend school or a meeting. On login, you cannot change the volume to low or muted, so the login sound will be blasted out in yesterday's high volume and everyone gets annoyed.
The proposed solution is to make GDM aware of hardware volume control buttons and the equivalent FN-keycombinaitons.
