Don't show universal access menu if no users have any options enabled

Description
Since there's no way to create users from GDM, if there's no-one with universal access features enabled in their account, the UA menu should be hidden in GDM.
If necessary, show them only before all users have logged in once or (better) allow enabling them at gnome-initial-setup so that users who need them to log in aren't left in the cold.
