ev-annotation-window: use decorated window instead of custom resize icons
Since it's not possible to properly change the color of a real headerbar in GTK3, make the current box used for closing and moving around a titlebar. This is a more standard approach, and has exactly the same functionality.
There's a slight UI change, but probably for the better:
