Code simplifications in EvApplication

Pablo Correa Gomez requested to merge GNOME/Incubator/papers:ev-application-cleanup into main

The first commit gets rid of the migration of the config dir from pre GNOME 3 times.

The second commit gets rid of the custom loading and saving of accelerators, since it's completely undocumented, and would be greater effort to port to GTK4.

@gpoo @chpe since I did some research on project history, but you certainly know more about it.
