Messed up display of Times Roman and Courier after installation of TeXLive

Description
TeXLive has for a number of years recommended two commands for post-installation:
cp $(kpsewhich -var-value TEXMFSYSVAR)/fonts/conf/texlive-fontconfig.conf /etc/fonts/conf.d/09-texlive.conf
fc-cache -fsv
They make the TeX fonts available to the system.
On Ubuntu 17.04 this operation breaks Evince and it stops displaying TimesRoman and Courier, if they are not embedded in the PDF file.
Two things to remark:
- Evince works fine before the "fc-cache" command is ran.
- It is specific to Ubuntu. We have tried several releases 14, 15, 16 and 17.04 and they all break. We have also tried Fedora and a number of other releases and they all work fine - even after the command.
