changing rotation resets the page number

Description
Description: changing the rotation via keyboard shortcuts resets the page number to 1 when working on a specific large (1725 page) file I cannot link to here since I don't own it. I realize the bug may be closed unless I can provide a reproduction scenario. I'll try to scrub the file (replace all text with gibberish and remove images) and paste it, but not sure how long that will take.
Reproduction: 100%
Steps to reproduce:
- open a file.
- page down to a > 1 page number.
- rotate via ctrl-right arrow or ctrl-left arrow
Actual outcome: rotation is applied and page is changed to 1.
Expected outcome: page number remains the same, page is rotated. even better if same visible area remains the same, but that's minor compared to changing the page.
Additional information:
Tested with git tip from today.
