Preferences refactor

Jan-Michael Brummer requested to merge jbrummer/epiphany:preference-refactor into master
  1. Restructure preferences to 4 pages
  2. Language selection as DnD listbox
  3. Search engines redesign

I need to postpone the third task. Preferences needs to be refactored first which will take more time and it won't fit into the current schedule anymore. Nevertheless it is a great addition to the preferences with the restructured UI and the new modern language selection.
