Directly handle all notifications

Jan-Michael Brummer requested to merge jbrummer/epiphany:handle-all-notifications into master

Transfer notification handling from webkit to Epiphany thus enabling jump to tab/window on notification click.

WIP: Needs to combine it with webapp notifcation handling We should keep it split so it doesn't interfere with the webkit notifications.
