Revamp web apps support

Phaedrus Leeds requested to merge mwleeds/epiphany:mwleeds/webapp-dbus-api into master

The commit messages have the details, but this MR primarily adds a D-Bus interface intended to be used by Software to interact with web apps, and makes use of the new dynamic launcher portal so we can install web apps under Flatpak.
