Tab bar is not shown by default on new windows

Description
Testing Epiphany 3.23.91.1, I've noticed that the “New Tab” button moves from the header to the tab bar once a second tab is opened. The design wireframe does not show a window with more than a single tab:
Asking Allan Day in #gnome-design, he mentioned that Epiphany is supposed to always show the tab bar, and that's why there is no such

always-show-tabbar=true, but I probably still have false there
from older versions...
<Adrián> noup, according to dconf-editor, the default value is to
show the tabbar when there's more-than-one tab
<Adrián> I'll file a bug in Ephy and make a patch to have "always"
as default for that setting

aperezdc: in that case the tab behavior as implemented isn't
what was designed
<Adrián> aday: yeah, we need to flip the default value of the setting
in Ephy, I'm on it; if we always show the tabbar by default, the
“New Tab” button is always in the tabbar, as per the design
