Remove Passwords from preferences dialog
Currently you need to visit the Privacy panel in Preferences to view stored passwords. But passwords are not preferences, so this really doesn't make sense. Let's remove the passwords from the preferences dialog and just have a separate dialog. We could group it with Firefox Sync and Import and Export in the window menu, since all of these relate to data management.
The Remember Passwords setting really is a preference, but it's at best only vaguely related to Privacy, because passwords are only stored (a) locally, or (b) encrypted on the Firefox Sync server such that they cannot be decrypted by Mozilla. So this setting should probably move to the General panel.
