Reconsider closing behavior for pinned tabs
Something that trips me up when switching between Firefox, Chrom(e/ium), and Web is the treatment of pinned tabs. I did a bit of research and found the following semi-related issues:
- #792 (closed) I can close pinned tabs using the tabs popover
- #916 (closed) Pinned tabs can be closed with a middle click
- #975 (closed) Exclude pinned tabs from "close other tabs" and "close tabs to the right"
- #998 (closed) Inconsistent and Confusing Tab Menu
Investigating other browsers, I see this behavior:

This leads to me consider if we should still enable closing pinned tabs in some instances, at least:
- Context menu
- Middle-click
The reasoning I can see is that both are very precise, intentional actions taken on a specific tab and are unlikely to be performed accidentally. With the current behavior, it feels like we're preventing the user from doing something they obviously are trying to do (and something they can do in other browsers on the platform).
