F6 shortcut should cycle between location bar, tab bar, and main view
Filing this issue as a follow-up for some investigation I did for a nautilus MR that proposes to use the same shortcut.
Currently the F6 keyboard shortcut only focuses the location bar, this is neither an explicit shortcut in Epiphany's "Keyboard Shortcuts" dialog nor lines up with what could be expected behaviour for the same shortcut for someone coming from other browsers--where it cycles focus between regions of the browser UI (namely toolbars and tabs) and the main view. (This behaviour is most clearly seen in Chrom* browsers where it swaps between the tab bar, location bar and the bookmarks bar. In Firefox it does fewer items.)
Unless there's a good reason not to, I think we should adopt a similar behaviour in Epiphany to shift focus between the location bar, the tab bar and the main view.
