"[website] not responding" blocks other windows and steals focus
To reproduce:
- type
while(true);
in web inspector - try to interact with the page (moving pointer inside the web view is enough)
- switch to another window and wait
Current behavior:
GTK3: the dialog asking whether to wait or kill the tab is always opened on the current active workspace, stealing the focus from any active window. it is possible to switch from the dialog to another window. if the window is another epiphany window, no input is handled, even though they aren't dark, animations still work, and shell doesn't show "Web is not responding"
it currently doesn't apply to Nightly because the process just stops responding completely
