Expose ephy_reader options in its UI

Feature request

I use the Reading mode at different times of a day, which affects my preferences. In the evening, I prefer dark style, while during the day I read with light style (obviously). But changing these in the preferences is not convenient.

Most other browsers and apps that provide reading mode use some sort of button with popover UI to change styles, fonts, spacing, etc. In Epiphany I set my default to light style and use a bookmarklet to change to dark style, as this is much quicker than going through preferences.

Safari also has something similar, but I don't have access to it anymore. I can provide screenshots of my android browsers' UI for the mobile version of Ephy, if anyone is interested (I know it's the same version with adaptive ui, I dunno how to call it).
