Remember zoom state for file:// URIs is wrong

Description
Version details: 1.5.5 Distribution/Version: ubuntu hoary
Use case: I usually read an html book with epiphany from bed, using lirc to control the mouse to scroll down. I'm serious :-)
Problem: to read from bed, I change the zoom level to 300%. The next day I try to open, e.g., the gtk+ html reference in file:///usr/share/doc/libgtk2.0-doc/gtk/index.html, and the epiphany remembers the 300% zoom level I used the night before and changes to it. Need I say more.
Two suggestions to fix this problem: 1- Make zoom state not be remembered for file:// URIs, or, 2- Make zoom state for file:// URIs be per-directory. Option 2 is a bit better, but probably more work. I'm content with option 1.
