Degenerate login cases cause loss of settings

Description
Admittedly, a odd failure scenario, but:
- Have an encrypted home directory that's unlocked on login, with your saved dconf/gsettings
- Log in, have the unlock fail (for whatever broken linux reasons of the day)
- You'll get a session on top of the (blank) homedir, with a corresponding (new, blank) dconf database in .config/dconf/user
- Figure out what went wrong in #2 (closed)
- Log out
- Log back in... this time your homedir is properly unlocked
- Oops, your prexisting .config/dconf/user is overwritten by the one from #3 (closed), and all your settings are gone.
