flatpak-initiative/flatpka-builder: remove debug and locale workaround

Remove the workaround for locale and stripping debug symbols. There's a behavior change between flatpak-builder and flatpak build it seems which results in broken/noninstallable bundles.

And in any case this template exists as a tier 2 supported till getting around to mounting sdk-extensions with flatpak build.
