Draft: Export current call restrictions on DBus

Guido Günther requested to merge guidog/calls:call-restrictions into main

This gives other components an idea what call restrictions currently apply e.g. to display information like:

    Emergency calls only

on the lock screen.

This is only the DBus change so far to discuss the possible states. If this looks alright I'll look into the implementation side.
