emergency-calls-manager: Dial emergency numbers

Dialing emergency numbers was so far stubbed out. Now that MM exports "real" numbers allow to dial them too.

We're currently dialing using the normal interfaces. This will need more work once we handle the "Only emergency calls available" case.
