Use brasero to create software repository CDs

Description
A friend wants to start using Ubuntu, and has asked me to mail her an Ubuntu CD. She doesn't have an Internet connection, so I want to copy ubuntu-restricted-extras and its dependencies to a CD and mail that one to her too.
Unfortunately, she doesn't have any experience with Ubuntu either, so I want it to be as easy as possible for her. I'd like the package manager to use the CD as a repository when inserted, so she doesn't have to do anything complicated (she lives far from here and I can't give her assistance).
One app that can do this is Aptoncd: it can take any package in your cache and create a repository CD with it. The problem is, it can only use cached files. You need to have installed the package recenly in your computer, and not have cleaned the cache. I have requested for it to be able to handle the repositories, but apparently there hasn't been any development for a couple years.
So, since Brasero is gnome's disc burning tool, could Brasero take this on? Either as a standalone app or through Packagekit integration? That would cover one of Linux's most serious lacks, which is how difficult it is to install software on a computer without Internet access.
