meson: gtk-update-icon-cache doesn't work if balsa isn't installed yet

I tried building balsa with meson on a system where balsa isn't installed:

gtk-update-icon-cache: Failed to open file /usr/share/balsa/.icon-theme.cache : No such file or directory
FAILED: install script '/usr/bin/gtk-update-icon-cache --ignore-theme-index /usr/share/balsa' exit code 1, stopped
Several GNOME apps run gtk-update-icon-cache as part of a special meson_post_install.py script. Actually, a lot of them now use a built-in feature to run gtk-update-icon-cache but I think that only works for the standard icon directory.
