Publish the rendered development guide

Librsvg has a development guide for the library's internals, and it has worked extremely well to document how it works, and to get people started with a development environment. It's also the place where I document the CI, ongoing development, the roadmap, etc.

I'd like at-spi2-core and the accessibility infrastructure in general to have the same kind of guide. So, here it is!
