Create event-throttling support
Sample use case: gnome-disk-utility#41
But I've come across various and sundry apps over the years with Gtk labels whose contents are updated a bunch of times per second. In other words, it is definitely NOT just gnome-disk-utility.
While in some cases the visual impression of so-much-work-so-fast may be desired, it's an accessibility nightmare. The mere act of receiving and ignoring such event floods on the client side of things makes clients super laggy and sometimes completely non-responsive. :(
One could make a case that event throttling belongs in the toolkits rather than AT-SPI2. (I tend to think it does.) But maybe it belongs in both. And putting it in AT-SPI2 will make things better for older versions of toolkits (e.g. Gtk2).
