Meson updates part 3

This MR makes more meson updates:

  • Removes the separate Python script to update the icon cache and calls the update directly
  • Adds the runtime tag to the licenses and index.theme
  • Remove all placeholder files in Adwaita/16x16. I don't think these are needed anymore since we are not generating additional icons as part of the build process.
