rotation-allowed-symbolic is easy to confuse with 'reboot' or 'refresh'
The current symbol for 'screen rotation allowed' is just a circling arrow which usually represents 'refresh' or 'reboot'.

The symbol used until 3.28.0 had a symbolic handheld device or screen which made the purpose clear. Especially in the GNOME user menu in the same row with 'shutdown' the current symbol is confusing.
