openvpn can persist

Santiago Gala requested to merge sgala1/NetworkManager-openvpn:openvpn-can-persist into master

openvpn can persist UDP connections across network failures, as can be easily tested in the command line.

Network Manager needs the current patch so that connections can be marked as vpn.persistent=true and are not taken down by Network Manager when the underlying connection goes down.
