Added Qogir theme support

Added Qogir gtk and icon themes.

Note: Changed the Arc git repository because the theme from https://github.com/NicoHood/arc-theme.git does not compile on Ubuntu 20.04 out-of-the-box.

The Arc theme from the https://github.com/jnsh/arc-theme.git works without any tweaks.
