Update gtk 3.24.12

Heather Ellsworth requested to merge hellsworth/gnome-sdk:update-gtk-3.24.12 into gnome-3-34-1804-sdk

It turns out that the /snap/gnome-3-34-1804-sdk/x1/usr/lib/x86_64-linux-gnu/pkgconfig/gtk+-3.0.pc was still reporting 3.24.10 even when building 3.24.11. So I've bumped it to 3.24.12 and verified that gtk+-3.0.pc reports 3.24.12 correctly.
