Website Prototype Proposal: Sphinx

It has been mentioned in meeting and other places that Sphinx could be a useful backend for the Developer Center. This thread collects opinions and discussion on Sphinx. For any questions about Sphinx, @creiter is probably the best person to ask since he helps maintaining the PyGObject documentation in Sphinx.
