abnormal gap_navigator_dialog overload

Description
Please describe the problem: strangly gap_navigator_dialog is on the first position in top of the process when the system is quiet, even if the dialog is iconified, it continue to use about 2% of CPU on a pIII@800Mhz.
Steps to reproduce:
- launch gimp
- create a new file, save it as file.000001.xcf
- open the menu Video=>VCR navigator
- iconify it or let it on another workspace.
- Launch top in a terminal
- Look at the gap_navigator_d[ialog] process CPU usage
Actual results: Gap_navigator_dialog take about 2% of CPU even iconified, gimp take cpu too when gap VCR navigator is launched.
Expected results: No such strange charge, (when it is closed, the charge of gimp go down.
Does this happen every time? yes
