Edit: Curlew is another possible base, basically i just want to be able to convert videos without using CLI, elementary or cloudconvert.com

That's true. A simple app could work and/or some design input could be done for Meld. It could be an app "simple by default, powerful when needed" as the KDE people like to say (i.e., the whole application could be a two pane window, where you're capable of dropping files, but also folders, git repositories, etc)
