The `www.gtk.org/setuid.html` page is used in warnings and documentation
provided by GTK itself, starting with GTK2. We cannot move it without
changing and re-releasing old versions of GTK.

I haven't taken out jhbuild entirely yet. Maybe we should.

- use Red Hat Display headline font used on the website
- use SVG instead of PNG
- include 'source' SVG for easier editing in future, with instructions
  where to get the font and how to export the plain SVG.

Addresses parts of GNOME/gtk#3230

Update the hello world example to be a GTK 4 version,
simplify it a bit, and update the explanation to match.

Links here will have to be updates when 4.0 is released.

Point to 3.99 as the current version, move 3.24 to
the list of 3.x versions, and drop all the others.
Stop mentioning GTK 1 and 2 altogether.
