CI: Add job that builds with all debug logging defined
There are a lot of debug logs that get ifdef'd out because they would otherwise overwhelm the logs and get in the way of performance. However, they tend to accumulate stale code inside them because they're not built often. It would be useful to have a CI build job that checks this.
