input-capture-session: drop eis property handling and provide a sequence

Apologies: this has only been compile-time tested so far

Drop the sole mention of eis properties - they have been dropped upstream in libeis.

And instead of starting emulation as soon as we set up a device, do this when we activate/deactivate instead. And provide the activation id as the sequence (also a recent addition)
