This is the theme that will always be used as fallback regardless of the
icon-theme setting, and the expected location for application icons[0].

The code is only reached if shell_version is not None, so no need
to check again.

It's supposed to be optional, but the import failure handling is
currently pointless because of an earlier, unconditional import.
