device-manager: add stub for alternate architecture local device

We might want to give a 32-bit device on x86_64 in the future. This is a
stub that makes turning that on easy. We probably want to wait until we
have other layers properly able to handle this (cross-toolchain/etc) before
we enable it needlessly.
