Add sound theme

The files are taken from the Librem 5 sound theme from:

https://source.puri.sm/Librem5/sound-theme-librem5

See debian/copyright for details. We need more sounds in the future (e.g. for GNOME/calls#188 or cell broad cast alerts) so let's start with these base sounds.
