Add mk-gitlab-rel

Simplifies creating gitlab releases from the info we have in the repo. The script is technically not new, I had that in the L5 dev-tools repo before but since that is abandoned let's move it here. I added support to better handle alpha, beta and RCs in the changelog. A future update should do the same for NEWS.
